Support delta xds conversion

Has any plans for supporting Delta xds?

Hi @Lynskylate, yes there is but the timeline is not solidified. We're waiting on a go-control-plane change to merge to support Incremental first. Always looking for contributors as well!

We (ebay) use our custom config manager to push Envoy config, and we are planning on adding delta updates I wonder if you guys contemplated, converting STOW responses into delta updates in xds-relay and want to explore it.

@kprakasam this is exactly what this issue tracks. We would love to have help implementing SoTW to delta conversion.
