this one i really want as it changes/fixes a bunch of stuff related to hermetic toolchains

did the rule args change how they handle env args in latest? that change alone is gonna require a bunch of changes in what im currently working on

Yes, it seems to have changed. I was able to get it working locally but I am still figuring out why it's failing in CI.
