TCP bandwidth limit

Title: Is there any way to limit transport bandwidth for tcp-proxy, e.g. 20kb/s.

Description: I found a bandwidth limit filter, but it seems that the filter is only for HTTP. Is there a similar filter can be used for tcp-proxy, I think it is useful in many scenarios.
