envoy-openssl has been dormant for 2 years; this is to revive the project disciplines

  • [x] create & configure github project
  • [ ] label legacy issues & park them for review
  • [ ] add issues & create kb cards from design doc
  • [ ] invite team members to assign themselves
  • [ ] associate first tranche of tasks to milestone 1
