Add additional values to StreamIntel

Current Currently StreamIntel tracks the following values available on all filter and response callbacks:

• attempts
• connection ID

Available only on response callbacks, but something we definitely want to add to filter callbacks for instrumentation:

• stream ID

Future These additional values would allow us to augment existing tracking events (as opposed to requiring new events):

• cluster
• network interface
• resolved IP
