Update LICENSE.txt for 2018 and 2019

Hi @Leobouloc ! I just checked the LICENSE.txt file and here are two suggestions:

  1. update 2017 to 2017-2019
  2. Add your name in the the © line, so that people understand it was funded by EIG in 2017 but not afterwards.
