Improve README, setup.py, and versioning

  • [ ] Expand the contents of the README to include more information about installation and dependencies (including optional dependencies)
  • [ ] Clean up the setup.py file and make sure all of the information is up-to-date
  • [ ] Replace the version string with a more modern versioning system including an IS_RELEASED flag
