Expose appropriate Graphics Contexts as Pyface `IImages`

Image-based backends should have an IImage implementation that references a graphics context so that Enable images can be displayed as dynamic icons, etc.

At a minimum this should probably include: agg, celiagg, qpainter, but possibly more as well.

Not sure if this lives in Kiva or Enable.
