Outdated/invalid license file in chaco package

It looks like the LICENSE file in the chaco package is not valid anymore - https://github.com/enthought/chaco/blob/master/chaco/LICENSE - the file seems to have been created a long long time ago when the package was closed source.

I'm not a 100% sure but I don't think this LICENSE file should exist in the first place. Once we get confirmation, the solution is to simply delete that file.
