Emoji voting system for forwarding (pinning) posts to other channel

There are two channels for the livestream, #livestream-chat and #livestream-ideas. The chat is meant for generic chat and discussion of ideas and problems with the design or build. The idea channel was created such that Hannes does not need to scavenge through the chat to find good ideas.

The problem:

• People do not take the time (or know) to repost their ideas in the ideas chat.
• People can post in the ideas chat even when no one else agrees that the idea is important

I propose a voting system that uses a particular emoji (similar to upvote for example) that people can use to react to ideas in the chat channel. When the amount of votes surpasses a certain threshold, it should be automatically forwarded to the ideas channel. This means that the ideas channel can be closed for non-bots to post.

The threshold can be determined by a fraction of the amount of people active in the chat.
