For backing up uploads, add "clean slate" option

Currently rsync pulls in changed files. If something got corrupted or some other changed caused rsync to potentially get bad data, you want to be able to wipe out the uploads first. Then again, maybe just deleting them manually would be sufficient if it's unlikely enough.
