Make it possible to NOT use img_auth.php on a wiki-by-wiki basis

This should be as simple as creating a symlink from htdocs/wikis/<wiki_id>/uploads to data/uploads/<wiki_id> (directories approximate, and may shift due to reorg #609), then telling LocalSettings not to use img_auth.php for that wiki.
