local accounts and ldap accounts

Hi We use local accounts and LDAP accounts on TAIGA. When activating the plugin LDAP local accounts no longer works. We can activate both types of authentication?

@martijnbastiaan , why do you not make a PR for this feature? Maybe can be added more fast with your contribution.
