Not sure if it's an error or a bug, but it's not needed. It just holds a sbmission.xml of the blank form. It also has a folder name containing the date of the last saved draft of the form, whereas the folder that actually contains the submission .xml file with the data has a name that pre-dates the last save of the draft.

When trying to access the data on the device,, it just means an extra step in the code, or the user needs to understand that to get the latest data they select the folder with the earlier date.
