Add an option to not include current date into .svd files

Currently it generates SVD with the following content:

...
    <description><![CDATA[Litex SoC 2022-06-29 17:12:01]]></description>
...

It would be nice to be able to not include the data since it inconvenient for version control systems.

Or as alternative we could just don't put the date without an option. What do you think?
