Cyclic boundary conditions inside MTS

Currently it is only possible to use either historical data as inital/final values or setting the default value for all storage units to a certain value.

Let the Dispa-SET MTS decide initial and final Storage Levels. Convert Initial storage level to a variable inside the MTS module. Allow selection of such cyclic optimization inside the ConfigFile.

I wouldn't even modify the config file for that. Just implement this by default in MTS
