[Feature Request] Video quality selector

I'd like an option to always play the highest quality version, lowest quality versions and show a list of all the available options for the user to select. As it stands, Toro seems to change the quality based on the user's bandwidth.

Will consider this in next update. How do you plan to change the quality? Provider UI for user, or you create your logic for your app?
