Adding torrent disregards incomplete-dir usage

When adding a torrent the download directory is always set to "download-dir" (from settings.json) even when "incomplete-dir-enabled" is set to true. If it is set to true the download location should be set to "incomplete-dir" rather than "download-dir".

I took a quick look around and couldn't figure out how to fix the issue for myself.
