You should add a [changeset](https://github.com/changesets/changesets/blob/main/docs/adding-a-changeset.md), it will likely be brought up when maintainers get to this so having it done beforehand is best.

You'd always be installing something on each run unless flyio/flyctl also comes with build tools for rust, node, go, etc, and users would be very likely to want to replace...
