Inconsistent (?) click-casting behaviour: out of range / dead / etc.

I have a hotkey and a click-casting using the same hotkey Cell seems to prevent my normal hotkeys in some scenarios but doesn't in others

If my ally is out of range and I attempt to use my click-casting it casts on myself (or my target, if applicable) (I assume cell is just deferring to normal hotkeys here) If the ally is in range but the click-casting is on cooldown, nothing happens (even if the action-bar spell isn't)

My expectation here would be that if I'm hovering a cell frame and press any click-casting hotkey, cell always attempts to cast the click-casting spell giving me an "Out of range" or "Spell is on cooldown" warning. It should never depend on whether my friend is 1 metre futher away from me than I expect.
