Encore does not support workspace mode

Since the introduction of workspace mode, the fact that Encore hardcodes go build -mod=mod is problematic, as it is not supported when using workspaces.

That said, it's not clear whether this is still necessary. We need to investigate if this setting is still needed, and find a way to support workspaces.
