The completed online implementation as a sandbox version is not working

In the first tutorial here : https://www.django-rest-framework.org/tutorial/1-serialization/ . The completed online implementation as a sandbox version is not working , the link is https://restframework.herokuapp.com , it gives application error , maybe due to heroku not having a free plan anymore or heroku not supporting the python version .
