Update matplotlib from 3.9.1 to 3.9.2

I don't really understand all the changes to the recipe.yaml but I think the bot is just rearranging and reformatting without any real changes other than the version bump.

It is building and testing against numpy 1.25.2 which doesn't seem ideal when numpy 2 is available.
