extend bot to ping maintainers

  • when a recipe which was updated by the bot fails, we need to ping the maintainers in the failing pr

It would be nice to also auto-delete branches once the PRs are merged or closed.

Another feature suggestion is for the bot to reset the build numbers which it currently doesn't do (see example).
