0002-new-config-syntax needs update

The original proposal was based on the assumption to drop cuttlefish completely. It should be updated to reflect the actual in-progress design.

The current design: to first make it backward compatible as much as possible, when we are ready to cease 4.x development, we can start rewriting conf files to take advantage of HOCON.

YAML is proposed in the original doc, it should be moved to the 'declined alternatives'
