Add a wiki page on how to contribute to the tutorial

There are multiple tools that we have already implemented to facilitate the creation of content:

• automated testing
• quiz
• table of contents generator

With time, we might forget how to use them. Also, the new contributors might need some material to kickstart their work.

Therefore, some instructions would be very nice to have.
