No xinput1_3.dll

Forgive me, I'm new to all this stuff.

I'm trying to use this plugin from this and the installation instructions are the xinput1_3.dll & DQXIS-SDK.ini file to the same folder as DRAGON QUEST XI S.exe. However, in the download I don't see the xinput1_3.dll file. I do have the DQXIS-SDK.ini where the DQ11.exe is like the instructions says to. I'm not sure what to do or if anything is really working since I can't go into First-Person or bring up the console menu. This is the last thing I need to do after following this guide https://steamcommunity.com/sharedfiles/filedetails/?id=2312807086. Could someone please help me figure out what I'm doing wrong?

I've seen a bunch of folks get confused about how to download DQXI-SDK because they've never used GitHub before.

Make sure you're downloading from the "Releases" page on the right: https://github.com/emoose/DQXIS-SDK/releases
