control mode does nothing (except the green glow)

I do not quite understand what you should be able to do in control mode? Zooming with the mouse wheel does not work unfortunately!? I have a Logitech mouse and the Windows software "Logitech Options" installed for it. Otherwise, when I'm on a website and press the control button, I can zoom normally with the mouse wheel. I assume pan around would probably only work if zoomed in? Or should it also from a certain number of displayed devices? Or are they automatically displayed smaller and smaller?
