http://emmet.io/eclipse/updates/ does not work - return 403

the given Eclipse update page does not work. Returns a 403 forbidden error.

Open URL with Eclipse Help -> Install new software and not browser

I can't it install too. Aptana 3.6.1 is searching for content.xml. If I type http://emmet.io/eclipse/updates/site.xml will Aptana append /content.xml.

My Problem was that my Aptana the proxy-settings hasn't applied.
