@yersan FYI I will do BOMs rebranding after this change is merged and you port it
@bstansberry here is the BOMs "rework" PoC, in this particular case we will deliver a -with-tools BOM for each "server" BOM (ee, ee-preview, expansion, expansion-preview)
Closing this as #17990 now also solves the issue of maintaining multiple *-with-tools variants.
