Rect projection not handling cases of mapping to subset of receiving layer from full sending layer

I have a case where 2 full layers are mapping to the lower and upper portions of the receiving layer. The scaling was off and the receiving starting points were off. I am checking in fixes to the code for both issues. The existing tests all pass.
