BLAPosUS modulation of ACh

As discussed in #281 we need BLA US activity to modulate ACh levels.

Basic logic is just BLA * (SC novelty ACh)

SC provides the temporal derivative component via TrialSlow adaptation.

But how do we compute BLA? do we need to treat the first curiosity pool differently? it is generally fairly weak -- maybe good enough?
