running GPU tests on CI: vulkan-swrast / lavapipe

It doesn't appear to "just work" -- not sure what exactly it might take. It does seem to complain about not finding 2 extensions so perhaps that is all there is wrong -- just need to get on linux and experiment at some point.

works for rendering gogi at least. haven't tested compute on it.
