Proposal: Open an RFC for changes to the recommended sets of rules

In the Ember.js RFC meeting today we discussed the state of linting in ember.js projects, specifically eslint-plugin-ember and ember-template-lint. We feel that changes to the set of recommended rules need to reach more of the community than those watching these repos. In order to do that, we suggest that changes to the recommended sets go through a modified RFC process (it won't need to go through all of the stages).
