TAMP peripheral missing on STM32L4

The TAMP peripheral (tamper detection plus the backup registers that used to be in the RTC) is entirely missing from the STM32L4 SVD, and from the files in this repo.

I'll see about adding it, but wanted to register this here in case someone's already working on it or I missed a branch.
