feat(php): Bump PHP and update highlights

Update the PHP repo, and update the highlights to reflect changes.

I'm not entirely sure that this will resolve the issues I've observed with PHP and tree-sitter in Emacs.

However it seems like a good shot :slightly_smiling_face:
