Update chain to SDK v0.47.11 and Comet BFT v0.37.6

What has Changed?

cosmos-sdk and comet-bft version has been bumped. This is related to PSS preparation It's advised to bump it due to the bump in cometbft dependency (pss ises v0.37.6 comet, it fixes some minor security stuff)
