How to make the add-in work?

I use. Win-7x64. OneNote - 2019

I installed NoteHighlight2016.msi. The add-in appeared in Ribbon. 2020-02-08_23-51-15

Attempt number 1. I press the button - "C #". OneNote slows down (hanging). An empty window appears. I forcibly close the window.

Attempt number 2. I press the button - "C #". Nothing happens.

Question. How to make the add-in work?
