Freeze after background Elvish process exits

~> elvish -c '' &
job elvish -c '' & finished

This causes the shell to become unresponsive. The same happens with this:

~> elvish -c 'elvish -c "" &'

but not here:

~> elvish -c 'elvish -c "" &; sleep 1; print'
