Why cron activity cannot be the first activity?

In Cron activity there is a check for the first pass. And if it is a the first pass elsa doesnt execute the cron activity as planned, what is the reason for this?

I have tried to remove that check, and it works also as the first activity, so what was the intention of adding that check?
