User Story: Mass User Actions

The Membership list should have checkboxes, select all/none, and generic actions (delete in particular, but also 'Set Plan') to handle en masse actions (for instance; importing badly formed csvs.....)

We definitely need this. It would be great if the table system provided an api for doing this. We should hash it out a bit before starting on the code.
