Panel resize behavior fixes

Related to Ubuntu, and especially when connecting to an external monitor.

Could be related to setting DPI when starting but not updating when dragging to new monitor.

Collect feedback

Identify the concrete problems with the teams.

Implement fixes

After collecting feedback, this issue will become the implementation ticket to fix and improve panel resize behavior.
