Show TOC for long modules

As a user I sometimes need to view the documentation of a package that exposes a large number of functions and types. Currently, these are organized neatly into categories and subcategories for most packages, but it would be nice if I had a quick way to navigate into each category or even to each definition.

This already (sortof) happens when you start typing into the search box. I think it would be useful to have all of those definitions listed by default and searching just filters that list. What do you think?

I just came across this package and thought it looked quite nice https://package.elm-lang.org/packages/malaire/elm-uint64/1.0.0/UInt64.

Not entirely sure about the formatting but it does give a quick high level overview of what's exported.
