to the time-travelling debugger? I went searching for some information on ways to debug, and came here which seems to be for 0.16

I was just about to open this same issue. debug.elm-lang.org shows up first when googling for "elm debugger"

At present it looks like the url http://debug.elm-lang.org is entirely offline.

In fact, a number of the articles in the Blog ( https://elm-lang.org/blog ) appear to be broken links at present. :o
