Thanks for opening this issue @jweill-aws I am seeing a problem when using JSP with Jupyter Server 2, but I believe it is a bug in Jupyter Server 2. Details...
I think it would be helpful to explicitly test JS 2 combinations. I do have at least anecdotal evidence now that JSP work with JS2.
I am not following the discussion here closely, but wanted to voice agreement that the REST APIs should remain stateless, especially as the server is used in multi-user settings now....

Not possible yet, but this is something we would like to do. Tagging as JupyterLab milestone as we will likely end up implementing it there first.
