Firmware : Provisioning mode should block CAN watchdog

We shouldn't reset from lack of CAN signal when on the provisioning screen e.g. we might be stepping it manually

Alternatively we could have an option on provisioning screen to enable/disable the CAN watchdog (and save that setting also)
