So I was thinking.

Code duplication is everywhere. In a lot of places, we can make snippets to centralize access requirements and so on. Rather than having the exact same code run a half-dozen times in various creative ways.

Some of this is pretty straightforward - a lot embedded javascript can be moved to jquery or otherwise centralized into script.js. Plan is that once I have helpicon everywhere we need it, reqOverlayDiv gets inserted via jQuery instead of littered all over the map, for example. Also, elk_Toggle. Wat. Just... wat.

Question is, where to centralize php template code. index.template is the easiest, but the name may not fit all that well.
