eliza Twilio voice / text integration [BOUNTY

We want to add text and voice support

Voice:

Deepgram or Whisper integration to STT (check Transcription service and implementations for Discord and Twitter Spaces)
Elevenlabs integration for TTS (check Voice generation service for implementation in Discord and Twitter spaces)

Text

Can text user and be texted by user

Acceptance criteria:

Pull request demonstrating both text and voice functionality
Video recording demonstrating that it works

What is the current state of this feature? I read the code of @boolkeys but the PR is closed and unmerged. Are we moving this plugin to a different repository? I don't see it on https://github.com/orgs/elizaos-plugins
