Replace panopticon with new @alphagov apps

Panopticon is retired.

According to https://docs.publishing.service.gov.uk/apps/panopticon.html, most features moved to https://github.com/alphagov/publishing-api, https://github.com/alphagov/publisher and https://github.com/alphagov/content-tagger.

This PR removes panopticon, and adds those apps instead.
