[reacttickets] enable setting not persistent

I am using Red on my server as a support asistant together with the reacttickets cog. Unfortunately after setting the enable option and restarting the bot the enabled setting looks like its enabled but it isn't. In more detail the bot tells me Uh oh, support has already been started. And the reactions wont work until i do [p]ticketset stop and [p]ticketset start] which adds a new message where the ticket messages is already placed.

Hi, yeah, I'm aware of this as it has been an issue for a while with the bot's cache, despite already having a workaround implemented...
